Nobody can guarantee map pack position, and treat anyone who does with suspicion.
Yes, and the response is not for the reviewer. It is for the next person reading, who is deciding whether you handle problems well. A measured, specific reply that acknowledges the issue and offers a route to resolve it does more good than the original review did harm. Arguing does the reverse.

Each location needs its own profile with genuinely distinct information — not the same description with the city name swapped, which reads as duplication to both Google and a human.
